Watabou has a random settlement generator, that can produce a good starting point for the general shape of a city, even if the building and city block placement can feel a bit odd in some cases. There is a donjon fantasy town generator, that gives some notable locations based on city block cells.

WEBJan 9, 2016 · As mentioned, some of the programs listed in the resources can work well. Many of the ones that depict creating dungeons from tiles will work just as well making cities similarly, all you need to do is look for the tiles on Google.

I've seen several free and paid options. The paid I haven't tried but I'm open to trying one if someone swears by it. I'm really trying to keep it simple. Roads and ambiguous shapes for buildings.
