So don't have any issue with the mouse. This surface bluetooth can pair with other devices but only mouse cannot be detected. I think problem with setting up the bluetooth.

(Ah, the mouse has FW which can be upgraded!) I then reconnected the mouse to the Mac (BT) and SUCCESS! The mouse now stays connected and wakes the Mac as expected.
