EDIT: Upon further inspection, I have learned that I also do not have access to Deals With Gold (the "exclusive weekly discounts" benefit of Xbox Live Gold).

The benefits listed in the Level 2 + Live Gold are for accounts with an existing Xbox live gold or game pass ultimate (see picture) The only way to get live gold via Microsoft rewards is redeeming Game Pass Ultimate with your points

If Account 2 wants to be able to access Xbox Live Gold features, it will either need to (1) sign into Xbox #1 or (2) have its own Gold subscription on Xbox #2.
