Fly-Rite's Fly-Tite head cement is the best, IMO. It thins with (ethyl) alcohol, if you don't want to buy the thinner. Till taught by pain, men know not water's worth.

Soft hackles virtually fly off the thing thanks to rotary application of materials, and you can lock the head so that the fly stops top, bottom and both sides. For flies like the Carey Special and Snipe & Yellow, Carrot Nymph you need to prepare the feathers ahead of time because the flies go together so fast on a Nor-Vise.

Madison River Fly fishing company has the BII-X blank on clearance (~200) -8wt 10' blank. You could put one together with the BII-MX saltwater hardware for another $150 they sell the kit with a blank purchased from them with everything to match factory colors if you choose, so...might be worth considering
Apparently other fly fishers felt the same way because the RPL+ didn't last very long. It lost out to the Sage SP that was introduced a year earlier. The RPL+ was soon discontinued. Kind of like Coca Cola replacing the old Coke with the new Coke and then reintroducing old Coke, Sage reintroduce the RPL as the VPS in 1997.
