“County governments are faced with the same pressures any other large organization faces and one big one they do not face,” Oneida County Executive Anthony Picente Jr. said at his budget address on Friday. “Utilities cost more, and salaries go up; everyone deals with that. On top of that, 90% of this budget is state-mandated, same as every year.”
